Not according to the outstanding professoras at IBEU, who claim that the population experts believe that the real number is 18,000,000 IN RIO, and that official population counts (which you are citing) are extremly inaccurate because of severe under-counting of the vast number of uncountables in the favelas.

Are there options such as having a trusted Brazilian obtain the mortgage financing and then: (a) co-owning the apartment with him and (b) having a side contract providing that you, the non-resident foreigner, own all or almost all of it? Are seller-financed deals common?

I'm going by the IBGE figures. IBGE is the Brazilian census and statistics agency, which is well-regarded for its professionalism, impartiality and scientific rigor. I'm sure there are undercounting problems in favelas, but not to that degree. The trend, furthermore, has been for the largest metro areas to stay stable or even start losing population as prosperity and industrial production becomes less centralized. People are leaving places like Rio and SP for the medium-sized cities, particularly those with less than a million inhabitants, which are the fastest-growing places in Brazil.
