No matter how good your system, eventually it will break down one day and the disease will appear. Yesterday it was Britain. Today it's the USA. Tomorrow it could be Australia, or New Zealand, or Argentina. And to blame a Canadian cow less than a day after confirmation of the outbreak was just ridiculous. In any event, with the ease of cross-border travel for bovines as well as humans, what's the difference between a Canadian cow and a US cow? Do Canadian cows understand the change of nationality they experience when they cross the border? Do they moo "The Star Spangled Banner" south of the border to show that they're no longer Canadians? Since the U.S. specializes in animal feed, the problem may well originate south of the 49th paralell even if the mad cow was born in the US.
